I'm not sure who they are/what they do, but you implied they were well off. You also said they haven't purchased any ground in what I would guess is several years, if the most expensive ground they purchased was 2500. Or, they're buyers that don't care about price and are motivated by something completely outside of economics. Which can definitely be the case at times, but not for an entire market.
