Like most everything else in this country, it boils down to the lowest common denominator. Rules aren't necessarily for you, mostly for the stupid (Yea, I said stupid) and ill informed. Like warning labels, have to cover the morons too. It just wouldn't be fair to exclude them, everybody gets a trophy.
