I know it's important, but I also know why people don't want to do it. Just treating people with a little dignity would go a long way to improve things.
Bingo. I think that's how most intelligent people feel about it. It's a duty, give us some control over the situation, and most people would do it.
I was called in a Mar-Apr pool. Told the judge I farmed by myself, needed to prepare for planting, and only had an 80 yo father to help. Not excusable. WTH!
