Does the 3406E have a cruise power setting? If its rated at 355/380hp, 380hp would be the cruise, 355hp would be the pedal. Sometimes the cruise power is only in the top gears.  You have to be on cruise control to get the full power. I do not know if that engine had it or not though. 

Driving with the pedal to the floor is not going to hurt anything.
