I doubt taxing P would reduce levels in lakes very much.
A use for the money from the tax to futher this guys goal would be to pay farmers to plant cover crops, or to assist farmers that no-till or strip-till to purchase equipment or attachments on equipment that would allow them to place P into the soil while planting or striptilling.
I am a no-tiller that has not spread any P on the surface since I started no-till.
