Been a few years since I've really been following this area, but I believe it is through EQIP (there might be a state program as well, since it was declared an impaired watershed by the govenor). I know in EQIP you only get paid if your current planned area for manure application are above 200lbs/ac of P2O5, and it pays <2 miles 1.85 per ton, 2-5 miles 2.12 per ton, 5-10 miles 2.57 per ton, >10 miles is 3.47 per ton, and any liquid manure hauled more than 2 miles is paid 0.01 per gallon. I believe it also has to be placed in a field where current soil test values are below 100 lbs/ac of P205.
