It's a bad deal, Ben.  The people who write the laws are not farmers and farmers refuse to police themselves.

I think we have too many farmers spreading manure on frozen ground but in their defense, there are so many other problems.

Ed Winkle having to pay for a license to spread P on his ground is just preposterous but its true, so many have abused the system that the other guys say wake up and pay the price.

I don't know what the answer is to this particular problem but I have learned a few clues as to what makes more money while reducing "the pollution":

continuous notill

cover crops

balancing soil nutrient needs

where does tile fit into all of this?  I see clean water tile as a blessing to the system

how do "farm experts" fit into all of this?  They can be a great help and yet a great hindrance?

Taxes are hind sight driven from what we should have done in the first place.
