NC Kansas | We aren't far from each other so I can relate to climate. We graze what we plant but that doesn't effect moisture use. We only plant in wheat stubble around Aug 1st in what we intend to plant to corn or milo. Here's how I try to explain that it doesn't use as much beneficial moisture as you think. The covers don't really grow and use much moisture like a full season crop, you plant in August, they don't have much size until mid September and start to freeze out in October (we plant stuff that winter kills, radish, oats, peas,etc...). Do they use moisture? Sure. But does the small amount really matter on July 20th almost 9 months later? Not as much as you think. They make for a wonderful seed bed (not as wet and mucky as clean wheat stubble can be in April). Add up all the other benefits and I don't think the water usage will cause any problems more than one or two years in 10
