Keep working with them. Dogs running loose don't just get into trouble chasing cows, they get hit on the road etc. Surely they'll get something done if you keep the lines of communication open. Might point out the potential cost of the dogs' fun just for emphasis.
And keep your cows with calves up close away from the dogs if possible.
The rewards probably exceed the costs at this point.
