Windows7 seems better at looking after itself in a fuss-free way.
Needs plenty of RAM to run well though.
If the existing machine is otherwise OK putting Linux on it is a sound option.
I put Ubuntu on an old XP laptop and to be honest a typical user would notice little difference after a while.
