"Ripe for fraud" when applied to the entire topic might be the understatement of the century.
This entire idea of certain end users paying more for low CIS feed stock is just going to result in trucks hauling low CIS corn to the east to an ethanol plant while meeting trucks headed west hauling "high" CIS corn to a buyer that doesn't care.
End result = trucks on the road for more miles, burning more fuel and doing more wear to the roads all in the name of collecting a govt handout that we all get to pay for.
The corn on both trucks is corn that would work perfectly fine for either end user. The only difference is a damn piece of paper with a signature on it = RIPE FOR FRAUD. There is NO test to do on the corn that will tell you what the CIS is on that particular kernel of corn = RIPE FOR FRAUD.
