Here, more often than not, a fence filled in is the result of plowing around the outside. The plow or disc throws dirt against the fence, but cannot get close enough to pull it back.
And yes some places the dirt blows or washes. it was blowing and washing before man came here. Look at the Loess hills.
Look at the delta in Louisiana.
