There's a lot of vacant older retail space in the downtown's in this area. Small mom & pops retailers have a hard time competing with the big boys of retail and it's hard to find a specialty niche market with enough merchandise turnover to make the ends meet. The people that own these building most likely realize this and won't spend the money to renovate the buildings to modern expectations of a potential retail client that will likely be out of business in 6-12 months. I've seen more and more downtown building being renovated for offices, gyms, apartments, etc, with very little being used as retail. I figure if the town thinks it can do better with the vacant buildings than the current owners, then first offer a fair price for the property, some of the owners might be more willing to sell than folks might expect, if the price is fair. If the town is expecting a hefty sales tax base, then look toward Walmart, Lowes, Target, Home Depot, Cosco, etc. The Walmarting of America has already happened, people will usually shop where the price is cheapest, regardless of how bad customer service is.
