In those days there were no integrated timer facilities, so games and other applications that required specific time delays relied on program loops that made enough iterations to give the proper delay. Increased clock frequencies put everything in fast forward motion, so PC makers put a clock divider circuit in the machine with a switch so their machine could remain compatible with legacy software.
