To be quite honest, there are two answers to this question:  "Yes", and anything else....

If you say "HIPPA, HIPPA, HIPPA...", the other person will deduce "No, you haven't"

If you say "None of your D.... business", the other person will deduce "No, you haven't"

If you try to turn the tables, or change the subject, the other person will deduce "No, you haven't"

Just sayin'

BTW, I have seen the question on local news as to whether HIPPA applies in your situation, and the answer is "No, it does not apply."  You can say it, but it doesn't apply.  Again, just sayin'.
