Test did not happen until the genome sequence had been worked out for Covid.

Once the genome was known then they could develop and look for it with a test

Todays technology has allowed the quick discovery of the genome.

Look into the history of mRNA technology and you will find scientists have been working on it for many years.
Much of the groundwork and testing of that technology was in place and only the 'message' had to be developed to be carried on the proven carrier.

They have been looking for messages to stop cancer and other diseases but have not come up with the correct ones yet for those but Covid had the spike protein which was able to be messaged for our bodies to create antibodies.
It just happened to be an easy signal to aim for and the German company associated with Pfizer for manufacture was able to come up the 'messaage' from work that a couple who had immigrated from Turkey did.

It would not have been so quick if the basic discoveries were not already in place
