They have reported those that were fully vax'd (both shots, more than 2 weeks) and showed there were "break through" cases that still got sick. That was a relatively low number. Not sure if they are fully reporting the positive cases that are only partially vax'd (ie only one shot). The theory is a person is more susceptible during that phase before 14 days after shot 2. Just a theory though.

If it’s somebody’s theory, it’s a half baked one.

There’s good evidence that first shots are in the range of 70% effective after 2 or 3 weeks, so why would one expect a period of increased susceptibility after the second shot and then suddenly, two weeks after you get it, bam!...you’re fully vaccinated and have maximum protection.

You just answered yourself. There is a known time period after the shot before some level of immunity is achieved.

Consider the part where some experience similar COVID symptoms for 1-3 days after the shot, it should be obvious that the body is working to fight off an [infection], making it more compromised during this period.

The shot causes antibodies, however it takes time for T Cells to be built based off of those (thus the time after the shot to be considered to have increased immunity).

This study references increased lung pathology associated with the antibodies for SARS/MERS 1 and was done prior to 2 being in the wild. This is the theory you are referencing as "half baked":

This T cell-mediated immune response is even more important as studies on humoral immunity to SARS-CoV-1 provided evidence that antibody responses are short-lived and can even cause or aggravate virus-associated lung pathology

This studies back that up:

And, while I hate to use them, I know some of "y'all" only believe MSM articles, so:

Compared with the two-dose regimen, a single shot triggers a weaker immune response and may leave recipients more susceptible to dangerous virus variants.
