southern MN | Hefty brothers did a tile seminar a month or two ago. They put it back on line viewable if you subscribe to their magazine, unfortunately only viewable through tomorrow. I happen to be watching it right now, they have a lawyer from Minnesota discussing these issues talking about questions like yours. It sure seems to be a minefield of fed, state, and county rules that overlap. Wish you would get a chance to see that.
