Subject: Surface drainage in mn?

Central MN
Does anyone know what and if there are rules for surface drainage in mn? I'm not talking deep ditches I'm just talking like a foot deep through the low spots of a very flat field that has been rundown and not cared for properly. Just want to take the dozer or something and make the small ditches like they do up north and west in the red River valley. Wasn't sure if there are any rules or something, not draining wetlands, I'm in central mn. Thanks
