The IH stop cylinders had a check valve built in that could be set to stop the stroke anywhere. The cylinder you show will work fine but you will need some stops on it. If you stroke the cylinder all the way you can put enough down pressure to lift the drill off the ground when it is about empty and the end wheels will slip.
