America's Test Kitchen says to steam the eggs for 15 minutes and then put the eggs into ice water. Then shake the eggs and ice to break the shells, provided you have a nice lid for the ice bath.
I have tried vinegar and baking soda in the boiling water with limited success. Old eggs peel easier than fresh eggs..
