Our plumbing is in a 10' deep pit, which is below the frost line, but when it goes below -20 for a few days, it would freeze. I solved this by hanging an electric space heater on a cord with a thermostat built in. It was designed to kick in at a few degrees above freezing. It worked great for about 10 years until I noticed that someone had robbed the cord. That's why the water froze.
