You just need to seal it up good and let the water trickle somewhere, it will never freeze with water that warm. Or you can get a freeze miser valve at walmart dot com for $30 that will open up at 37 degrees to let the water flow automatically, put it at the lowest point and the water will never freeze as long as you have power. And if you design it right, it will drain if the water runs out.

If you want it to run without power, get a camper furnace and leave the pilot light on. That could still blow out, but not too likely.

Most reliable would be an earth tube to supply heat, you don't have to put a pit underground these days, it's easy to seal up a small room and dig/jet out some pipes for heat supply.
