They had to pass to see what was in it. Then, I guess it was "well we passed it so just leave it be.". More and more I believe it designed to fail to bring in universal care.
The health system appears to be like a bureaucracy not so different than government. The system doesn't like change. In healthcare we have so much focus on the paperwork shuffling and disconnected so far from the doctor-patient relationship. Like it takes an hour hassle around a 8 minute visit. The local doctor in the 1880 westerns didn't have adminstrative staff

A doctor visit is a patient, doctor, support care staff, and a building. The profit is wrung out in the back office and C-suites.
It's complex to build in profits.
