Right click the upper level folder, then choose properties. On the Customize tab, choose the folder type you want. Choosing Pictures (best for many files) will probably get you what you want. Click the check box to apply the template to all subfolders.

edit to add: This method will get you some default settings (eg date picture taken and dimensions), but if you want to customize beyond that, it looks like you are going to do it folder by folder.
