East Central South Dakota | Yep, I have seen that at least over a couple dozen of times. The only money made for the entire project was the Grant award. The reality is value added projects in mature industries like Agriculture usually end in failure. You simply run out of capital before you achieve market penetration---and the big players step on your neck as much as they can to prevent that market penetration. Been there done that. If it is a viable project it is usually the second owners with a check book that benefit---but hey, good luck. Nothing ventured nothing gained.
