The simple answer for me is that full tillage modern agriculture has removed most of the variables from the equation. When we introduce "soil health" practices such as no-till and cover crops, we change the dynamics and the system has more moving parts that must be managed differently than the established principals. Most of us are either unwilling or unable to do the extra work to figure out the strategies necessary to make this system work for them.

I know I am beating a dead horse, but "soil health" principles will not be widely adopted without an enormous commitment from government and academia or a strict mandate. Throwing a few bucks to a producer to do specific practices will not foster the learning process needed for this to succeed.
