It usually takes a few weeks of freezing temps to freeze the ground. Snow cover will reduce the amount of frozen ground somewhat, but it won't stop it freezing.
We usually have snow cover every winter, and the frost line goes down to about 6 feet on average. We can get up to 10 feet of frozen ground here, but only after several weeks of extreme cold, wind and no snow cover.
