I would not consider it a balance sheet item in itself.  It's a maintenance item that will hit your income statement at some point.  If it truly increases the value of your land than re-value the land on the balance sheet.  Just because an item is depreciable doesn't mean it increases your net worth.  A large tractor repair doesn't necessarily increase the value of a tractor, but it is a depreciable item.
