Southeast Washington
Baseboard or a 240 volt wall unit if you don't mind some fan noise. Something hard wired would be the safest.

I have a shop on the mountain at 5,000 feet and the middle of snowmobile country. A 12x12 bathroom with water and washer/dryer any refrigerator has a 240 volt wall unit about 2500 watt and another heated 12x24 room has a 5000 watt hanging garage heater. Built in 2008 and $75 is the highest cost month during the winter. Runs $40-$75 for the year over the last 12 years so electricity isn't going to break you. That is the only building I have on the mountain so know the electricity cost as there is no cabin. I am there usually weekly through the winter.
