Anything that has a low temperature heating surface is going to be safer than the common lightweight fin style baseboard heaters, or the high temp circulator style heaters. There are/were baseboards that had a heavy cast heating element with temperature sensor. Or you could put in an 8' long 2,000W 240V unit and run it on 120V at 500W, that would have a real hard time setting anything on fire. Or an oil filled radiator style heater set at the lower watt setting. Heated oil can go wrong to obviously. Safest and not hard to scrounge would be an electric water heater, circulator pump and water baseboard, but don't even think of having to pay somebody to put that together.

Conventional hardwired baseboards will be safer than almost anything portable. IMHO, safer than high temp fan units also. Mini splits are not perfect either, nothing is.
