Southern Alberta Canada | Yeah, driving with the brakes applied shouldn't have set them up, it takes several full strokes.
We get clay in our brakes up here which can greatly reduce their effectiveness and I can see accidentally driving with the park brake applied.
I never adjust automatic slack adjusters unless I absolutely have to, I find it wrecks them. "If it ain't broke don't fix" it applies here.
Not sure if it's still the case but in the '90s it was illegal for truckers to adjust their own brakes in the US. I understand why as I have seen a few instances where the truck driver actually backed all the brakes all the way off thinking he'd set them up, imagine doing that on the top of a hill...
Stop in the local scale and ask. You could be liable in a wreck if that's the case.
