| It is not my intent to defend mosaic here, and I assume since their lips are moving that they are lying, but from their website:
"The purpose of the petitions is to remedy the distortions that foreign subsidies are causing in the U.S. market for phosphate fertilizers, and thereby restore fair competition. ... Europe and other major fertilizer markets impose tariffs to which Mosaic is subject as an exporter."
As always, .gov distortions of markets have large ripple effects. I personally would prefer to buy North American (Canadian) phosphorous over Russian, but the market should be able sort that out fairly easily (given the chance).
