I’ve often wondered about this. It appears at least in parts of East TX on a small stretch of railroad they borrowed dirt from adjacent properties. This was in late 1800’s and early 1900’s.

There’s another railroad in TX that used convict labor to build it. Certain parts are swampy. That must’ve been hell working on that. .
