There’s a lot of variables here, but it sounds like the sticky point is the landowner, and their desire for how land is treaded, and belief about the value of the rent.

All said here’s my proposal. Tell him to get an agronomist to do a prescription for fertilizer and lime over the lease period. Then let him be financially responsible for the nutrient application, and pay him strictly per bale, maybe $10/bale (which leaves $12/bale to make the hay/ and $10/bale in profit assuming selling @32/bale). If he wants he can put the juice to the land and you’ll make more hay and he makes more rent, or he can drag his feet and he won’t make much. Also if he is paid by the bale the income qualifies as farm income, rather than real estate income which may, or may not have financial ramifications for the landowner.
