So leasing Pasture gives him rights to do whatever he wants -- build buildings for any purpose/Build Ponds , Plant whatever he wants on property etc.
Was thinking this exact thing when reading through this. He gets to change gates/build/tear down structures.
I'm going to disagree - Run Cattle was the extent of the agreement - I did not spell out any other activities that were acceptable or prohibited.

This makes me think he had ulterior motives to get his foot in the door so to speak. Some people require you to explain to them that is not only, "not no" but he!! no!
