Not sure out west that far, but in the corn belt they say winter peas can give 90-150+ lbs of N. https://www.alseed.com/product/austrian-winter-peas/
Might be able to harvest some and sell further east for cover crop seed. I see they might winterkill in some places, but often that has more to do with lots of freeze/thaw cycles and ice in the spring and less the actual air temp.

I don't think winter peas would make very good dry hay.

Any market for Quinoa in your area? Or maybe chia? Does flax need much water?

Might also be able to get a rent deal with a local ranch to plant a mix to graze off in the fallow year?
