Just built a small shed with a big enough door to set the tote in/out insulate it very good and it will not take much of a heater to keep it warm enough in the winter so it don't freeze (heck even if you keep it 40 degrees in the building it won't take much heat)
Another thing to look at would be a small 8x8 shipping container and spray foam the inside/bottom
