Replace the lift pump. Sometimes they’ll pump a certain volume with no lines hooked up but as soon as there is any restriction (like from a filter, even a new one) they’ll quickly become insufficient.
I’ve had this on several of our tractors and did it on a friends Kubota about a month ago. Think it was about $150.
