On my m120 of that vintage the seal at the top of the water separator is always giving trouble. It will fill the filter and the glass window with fuel then suck air when trying to lift any higher. Have to clean and fuss with the seal several times after each filter change before it will stay primed.

On a previous IH with same problem we found a Timothy head stuck in the fuel line. We would blow it out back into the tank then it would get sucked into the line again.

Strange things can happen, we have an old ford 4000 that would quit like running out of fuel and I had to take the fuel valve out at the bottom of the fuel tank and poke in it to get the fuel flowing again. Finally when I had the time I drained the tank, removed the ninety degree elbow at the bottom and found a small flat round piece of metal like a carb choke in the fitting, if it turned it blocked the fuel flow.
