Check to see if whatever you plug in has the negative and positive leads reversed.
I had the same problem on an atv, and finally realized when I replaced a plug on the electric seeder I was plugging in, I had reversed pos and neg on the seeder, and it was taking positive to ground and blowing the fuse instantly.
