Subject: Fuse blows when stuff is plugged in

Question for folks that know electrical stuff. I have the standard 12v outlet in my tractor, just like in car. It has a 30 A fuse per factory spec. When I try to plug something in, the fuse blows. If I leave something plugged in when replacing the fuse, the new fuse will blow as soon as the contacts touch. It used to do this part of the time but now it does it all the time, so the only solution is to have nothing plugged into the outlet. What is going on?
