A couple of possibilities:
1. There is something in the outlet that normally isn't touching power (center terminal if this is a "cigarette lighter" outlet) to ground, but when you plug in to it, it shorts power to ground.
2. The wiring behind the outlet is worn and touching ground when you plug something it.
