Unless it has major water problems, I think most moisture issues can be solved with changes in ductwork, either additional vents or adding a return air duct downstairs. I have solved issues in two houses this way.
Proper sized furnace and AC help to.
AC does not run this time of year, when the basement often needs it.
But the heater still is, and if you don't have adequate intakes and vents downstairs it will get musty quick. I realize the shoulder seasons may get a little more humid, but if you control it all year it rarely takes much to remove. I have a regular dehumidifier that I can use if needed, but it usually just runs in the garage to remove snow melt.
