Does it have central AC?
Unless it has major water problems, I think most moisture issues can be solved with changes in ductwork, either additional vents or adding a return air duct downstairs. I have solved issues in two houses this way.
Proper sized furnace and AC help to.
AC does not run this time of year, when the basement often needs it.
