Sounds like it could be built cheap.
Two shop vacs, one set at much higher pressure than the other, to serve as valving for the other. A couple solenoid valves, an automotive Manifold Air Pressure sensor, and an Arduino board.
Is anybody trying this?
Before anyone gets in a huff, I'm mostly jesting...
The universities are on it. $100. Google homemade ventilator.
