Using your suggested 5% maximum that would imply a median of roughly 2.5% or 375 million on a 15 billion bushel crop. I doubt the USDA is much farther off than that most of the time so why all the fuss? When you go to the casino do you spend all your time arguing over the rules or do you belly up to the table trying to figure out a way to win?
