| A gallon of milk(along with most other groceries) is so cheap because the government wants it that way so average Joe Citizen can pay his taxes and still afford things like new cars, vacations, etc. If they could not afford those things, they'd start looking at their paychecks a little harder and notice how much the government is taking in taxes. Once they see that there'd be alot of screaming at Washington about how much we're paying yet how little we receive back.
