I think most liquid should be agitated.
Adding some DDGS will a good buy if they are 75% the cost sbm , because they bring in minerals like phos. After your Phos needs are met add urea.
If your silage is 60 % moisture might want to try
2000# silage + 7.5#urea + 25# DDGS = 8.8% cp
