once you get soil pH low enough to induce Al toxicity you likely have already lost yield. The concern is when you get soil pH below about 5.5. The general consensus is keep your pH level at or near optimum and you wont have to worry about it. That doesn't answer your question directly as to what level are you most assured to have Al toxicity. At the pH levels where this can occur one might experience manganese toxicity instead of Aluminum. So usually the standard answer is to keep pH levels near optimum for the crops being grown.
